Involve the consumer in the choice process<\/h1>\n<p style=\"text-align: justify;\"><em>by Luca RIZZI \u2013 Commercial Director of Audax Energia Italia<\/em><\/p>\n<p style=\"text-align: justify;\">&nbsp;<\/p>\n<p style=\"text-align: justify;\">In July 2020 - a year later than had been expected - the electricity market will open up completely to free competition, putting an end to what is defined as &quot;greater protection&quot; and the long transitional phase that began in 2007 (in 2003 for gas).<\/p>\n<p style=\"text-align: justify;\">Una prima conseguenza \u00e8 che gli italiani &#8211; almeno quelli che non l\u2019hanno ancora fatto &#8211; dovranno scegliere a quale operatore rivolgersi per la fornitura di luce e gas. Una seconda, \u00e8 che dovranno orientarsi fra una molteplicit\u00e0 di offerte e tariffe fra di loro diversificate. Una terza \u00e8 che, da questo mercato finalmente libero, il consumatore potr\u00e0 trarre dei vantaggi in termini di costo e o di servizio.<\/p>\n<p style=\"text-align: justify;\">&nbsp;<\/p>\n<p style=\"text-align: justify;\">But where are we with the liberalization process? With what level of awareness do consumers prepare to choose between the various operators present in Italy today?<\/p>\n<p style=\"text-align: justify;\">Dal 2007 ad oggi il numero di utenti che sono usciti dal mercato tutelato \u00e8 in continua crescita. Una decisione presa, nel solo 2017, da 1,5 milioni di clienti domestici e 300mila clienti definiti &#8220;altri usi&#8221;&nbsp;(per esempio le piccole imprese). Inoltre, secondo dati del 2018 forniti dall\u2019Authority (Arera) e riferiti all\u2019energia elettrica, il 46% delle famiglie (13,3 milioni di utenze) e il 58% delle PMI (4,3 milioni) sono ormai passati al mercato libero, scegliendo fra le societ\u00e0 di vendita operanti in Italia. Queste, negli ultimi dodici mesi, sono salite a quota 554 rispetto alle 507 del 2017.<\/p>\n<p style=\"text-align: justify;\">As regards gas (data updated to 2017), however, the 44% for domestic users and the 52% for condominium users have definitively abandoned protection.<\/p>\n<p style=\"text-align: justify;\">&nbsp;<\/p>\n<p style=\"text-align: justify;\">These are numbers that demonstrate that change is underway and is indisputable, regardless of the slowness with which it proceeds.<\/p>\n<p style=\"text-align: justify;\">What is still a long way off, however, is the average user&#039;s knowledge of market liberalization and the impacts it may have on energy consumption habits. A recent and interesting study promoted by the Authority and carried out by the Research Hub institute has taken the picture of the situation <a href=\"https:\/\/www.arera.it\/allegati\/eventi\/190220_indagine.pdf\" target=\"_blank\" rel=\"noopener\">[+info]<\/a>.<\/p>\n<p style=\"text-align: justify;\">L\u2019indagine, condotta su un campione di 3.000 utenti, ha evidenziato che quasi la met\u00e0 degli intervistati (48%) non sa cosa significa, n\u00e9 cosa comporti essere in un regime di concorrenza. E non solo, considerando che la stragrande maggioranza di essi non sente nemmeno l\u2019urgenza di scoprirlo; stando ai dati, negli ultimi 3 mesi, solo il 18% degli utenti ha preso informazioni sul mercato libero o sui suoi operatori. E questo nonostante il susseguirsi &#8211; praticamente settimanale &#8211; di notizie sul caro bolletta.<\/p>\n<p style=\"text-align: justify;\">Il 46% dichiara poi di \u201ctrovarsi bene\u201d con il provider attuale &#8211; o almeno di mantenere una posizione \u201cneutrale\u201d (42%) &#8211; tanto da avere l\u2019intenzione di proseguire fedelmente nel rapporto anche nel momento in cui passer\u00e0 al mercato libero (60%). Un giudizio che, tuttavia, non sempre si basa sulla reale conoscenza delle condizioni del servizio, visto che il 70% degli intervistati afferma di non sapere quali siano le componenti di costo della bolletta elettrica\u2026<\/p>\n<p style=\"text-align: justify;\">This loyalty to old suppliers is not that surprising and can be traced back partly to the perception of a service considered satisfactory, partly to other reasons that are always present when it comes to looking at the new: the force of habit and the fear of new features from change. The main motivations of those who responded to the survey concern in fact the worry of having negative experiences (15%), the lack of trust in operators (6,4%), the fear of the real quality of the service (9%) and the lack of clarity on the advantages of the switch (14%).<\/p>\n<p style=\"text-align: justify;\">&nbsp;<\/p>\n<table style=\"border-color: black; margin-left: auto; margin-right: auto;\" border=\"1px solid\" width=\"0\" cellspacing=\"1\" cellpadding=\"1\">\n<thead>\n<tr style=\"background-color: #f1c34b; height: 30px; text-align: left;\">\n<td colspan=\"3\" width=\"553\"><strong>Table 1. The Arera data referring to 2017 seem to confirm this trend: the 68% of those who switched to the free market (domestic sector) did so by choosing &quot;historical suppliers&quot;, i.e. the seller connected to the distribution company.<\/p>\n<p style=\"text-align: justify;\">&nbsp;<\/p>\n<p style=\"text-align: justify;\">Strettamente vincolato a questa dinamica \u00e8, per l\u2019appunto, il tema dell\u2019informazione. Internet rimane la fonte primaria (54%), seguita da altri canali quali &#8211; ad esempio &#8211; conversazioni con amici o parenti (33,8%), dai media tradizionali come radio o tv (30,6%) o dai call center delle societ\u00e0 di vendita di energia (24,3%). Eppure, nonostante il web sia indicato per primo, i portali di comparazione sono ancora poco o sotto utilizzati: solo il 19% di coloro che hanno cambiato operatore hanno consultato una di queste piattaforme. Discorso valido anche per il portale ufficiale di Arera, visitato da pochissimi.<\/p>\n<p style=\"text-align: justify;\">Certainly age matters. And the 20-40 year old user group is the most inclined and proactive in consulting the network and digital tools when changing supplier.<\/p>\n<p style=\"text-align: justify;\">A trend that clearly emerges from a recent survey carried out by Bain&amp;Company and Google on the impacts of digital on energy. It highlights another element: price is not the only evaluation criterion in the final choice, especially when faced with more conscious and informed behaviours. While remaining at the top of the list, fare is not the only deciding factor; the presence of services and products connected to the simple sale of energy (whether additional, technological or smart, green or facility management services or products) increasingly contributes to the signing of the contract.<\/p>\n<p style=\"text-align: justify;\">&nbsp;<\/p>\n<p style=\"text-align: justify;\">Quindi, a quasi un anno dalla completa liberalizzazione, il vero lavoro degli operatori del settore &#8211; societ\u00e0 di vendita innanzitutto &#8211; deve dirigersi verso un maggiore coinvolgimento dei consumatori in maniera da aumentarne la consapevolezza, ma anche da stimolarne la curiosit\u00e0 e il desiderio di informarsi e approfondire.<\/p>\n<p style=\"text-align: justify;\">The target?
